From the article, the ballots were postmarked five days before the deadline, but delivered eleven? days later, too late to be counted in the election.
Changing the law to allowed delayed ballots to be counted, and/or to allow absentee votes to be counted before election day--as is suggested in the article--would open even more doors to chicanery.
