The comments on his video on YouTube are worth skimming (at least right now - things can change). Stories from people who live there and are dealing with the consequences.

The public library here is doing a similar thing on a small scale. They eliminated library fines for everything that is checked out on children's library cards, and also for children's items that are checked out on adults' cards. No doubt my family is going to benefit financially from this, but it's certainly not helping me teach my children to be responsible with things that don't belong to them.
Our county passed something that increased funding to libraries and other groups such as the public museum. The county-wide library system eliminated overdue fines as well. On the one hand, it is nice. On the other hand, it does encourage laziness about returning things. (Don't ask me how I know this. LOL!)
I remind myself that I'm paying every month for the convenience of not stressing about library fines. I've pre-paid them with my increased property taxes.
